House of Representatives began hearing House Resolution 40, a bill that proposes the formation of a committee to study reparations.? It June 19 is a symbolic date. People held in slavery in Texas remained captive for an additional two years and nearly six months after the Emancipation Proclamation was issued because nobody bothered to tell them they were out of bondage earlier.
